Police Patch
Blue Chip Program

The mental health professionals currently participating in the Blue Chip Program are listed below and are available to any APD employee. Each one has been referred to the program by APD officers who are currently seeing them or have used their services in the past. They all have some level of experience with first responders and offer services that are directly applicable to the law enforcement community.

Concerned about confidentiality?
The law protects the relationship between a client and a psychotherapist, and information cannot be disclosed without written permission. They are bound by the Health Insurance Portability and Accountability Act, better known as HIPAA, which sets very strict guidelines on confidentiality. They are also bound by a professional code of ethics, which can be found here:

Texas State Board of Examiners of Professional Counselors About the Profession – Code of Ethics
https://bhec.texas.gov/statues-and-rules/

The Code of Ethics refers to the Texas Health and Safety Code, Chapters 611 and 181, as it relates to confidentiality. They can be found here:

Texas Health & Safety Code, Chapter 611, Mental Health Records
https://statutes.capitol.texas.gov/Docs/HS/htm/HS.611.htm
Texas Health & Safety Code, Chapter 181, Medical Records Privacy
https://statutes.capitol.texas.gov/Docs/HS/htm/HS.181.htm

In summary, they can’t identify who their clients are or discuss any information that is disclosed except in the specific circumstances listed in the resources above (imminent bodily injury of the client or other, abuse/neglect of minors/elderly/disabled individuals, etc.). If a therapist violates this privacy code it is punishable by fines, jail time, and even removal of license. This is taken very seriously.
